Minimum Distance Between Large Routed Hole Pattern

Hello,

For a project I need an FR4 PCB with a hexagonal pattern of large holes(~20mm) closely packed together like in this picture. What is the minimum distance between holes where this is still manufacturable? Is 2 or 3mm possible?
